The real key to making this type of comparison is to use the same month from two different years. I suspect that even using this method, there is still a decrease. In Canada, there was a decrease between April 2000 and April 2001.
It is also interesting to note that a couple of years ago, the required monthly hours for pioneers dropped by 10. The intention was to make it easier for more people to pioneer. Well, guess what? The numbers went down anyway. So, the society was hit with a decrease in pioneers, and an 11% reduction in hours per person at the same time. Nice strategy.

oops, think you meant 70 right. there was a temporary boost in RP & AP numbers at the time (jan 99) which met with much fanfare. but i think the downwards trend has evened out now. hours continued to drop at an amazingly even rate despite the change.
i think it was less of a 'strategy' than a 'quick - what the hell should we do?' the unstated buffer between the monthly quota and the yearly quota was removed (ie 1000 / 12 = 83.3 not 90) so that pioneers could no longer do the monthly numbers and end up ahead in summer for vacation time. it seemed like there might be some underlying reason for this at the time but now i think this simply didnt occur to the people making the change. same thing with the fact that the change was made in january which is the MIDDLE of the service year. so we were all like, 'well, what do we need for this year?' some elders were doing all kinds of clever math trying to figure out how to divide up the two systems over the 98-99 service year until clarification came which sounded kinda like, 'look, just do the 840.' as though again, it simply hadnt occured to anyone that there might be confusion.
The watchtower,as compiled and edited at present, is such an abomination to the "wisdom from above", that Jehovah generously will share with those who seek out such knowledge. I dare to say pointedly that the articles are simply culled from previous WT issues and then a 6th grader is assigned the now common,"inane" interjections of supposed inspired commentary. The watchtower at least could begin by reformatting the front page and switching the large type of watchtower, with the current type and position of Jehovah's name. The preaching work is not long for this system of things. The governing body, with all due respect to the true slave of a now gone era, hardly can be said to be "taking the lead", in shepherding the flock of Jehovah. This is clearly evident in the woefully lacking information which should pertain to today and the progressive manner that Jehovah wants to be reflected with regards to REAL LIFE EVERYDAY ISSUES and the congregation being allowed to openly participate in a casual and yet very open forum. Free moral beings are how Jehovah created us and honest,candid and lively discussions would serve far better to keep the body of members "warm". If nothing else, a reformatted front page would at least direct the PRAISE AND ATTENTION THAT IS ABSOLUTELY FOR JEHOVAH, AND HIM ONLY!!! The governing body is fat and lacking in men who are capable of spiritually accepting new information from our lord and savior jesus christ.Jehovah's people should be in the VANGUARD of true godly knowledge and of it's proper dispersal to the friends and all mankind. So many lost,hurting and confused sheep are out here and Jehovah is very concerned and I hope I am inspired when I say he is going to do something to "shake up" the organization very soon.Reformed and revitalized is not saying enough about what changes are obviously needed and I am certain, would be welcomed by all the flock on His earth. That gilead 58th grad class and the benign themes broached at the ceremony had nothing to encourage or prepare me in any way for WHAT IS COMING UPON US ALL,AND SOON !! Peace and love to all.

No war in world creating a military draft to get out of by pioneering 5. Parents and elders not promoting FT service by example 6. Apathy in the territory 7. Apathy and boredom among those in KH Boredom...sometimes the only people you talk to are in the car group (which happens when you only go out during the weekdays) 8. No discernible end in sight...1984 nothing, 1994 nothing, 1995 generation rug is pulled out from under the publishers, sheep and goats won't be separated until after great tribulation starts so a separating work is not really be done now....
