The media picks up satire stories sometimes by mistake as real news. I suspect this is a case of this.
It looks like the story originated in the Weekly World News:

We all know how reputable this tabloid is! Note that it was published on 12/9/05. But the story was then apparently picked up by the mainstream media. Yahoo picked up the story on the same day. The Register had an article dated 12/14/05 on this, but it has since been removed (possibly because it isn't legit):

For me, the tip-off that this was a hoax is the name "Daniel Anceneaux". This looks like a typo of "Daniel Arceneaux". If you Google the name, you will find almost every single instance of "Anceneaux" (only 88 instances) is a reference to this news article, while the real name "Arceneaux" occurs 179,000 times.

I totally agree with Leo, it's satire. But it's GOOD satire, very original and believable plotline. I love it!
