Can someone tell me what time this starts? Is it the same for all congregations?

it has to take place after sun down. also it depends on how many congs are in a hall. most start around 7 but some start sooner and wait for it to become sun down and then rush everyone out so the next group can come in.

They start passing the emblems after sundown but the meeting itself can start sooner than that. Just look up "Jehovah's Witnesses" in the phone book (or "Kingdom Hall") and call to find out.
It differs to depending on how many congregations share one building. Also some congregations rent other buildings. Some areas have several congregations meet in the Assembly Hall.
So calling is the only way.
