    HSV Technologies Inc., of San Diego, California is
    developing a non-lethal weapon that uses ultraviolet
    laser beams to harmlessly immobilize people and
    animals at a distance. The Phaser-like device uses two
    beams of UV radiation to ionize paths in the air along
    which electrical current is conducted to and from the
    target. In effect, the beams create wires through the
    atmosphere wherever they are pointed.

    The current within these beams is a close replication
    of the neuro-electric impulses that control skeletal
    muscles. It is imperceptible to the target person
    because it differs from his own neural impulses only
    in that its repetition rate is sufficiently rapid to
    tetanize muscle tissue. (Tetanization is the
    stimulation of muscle fibers at a frequency which
    merges their individual contractions into a single
    sustained contraction.)

    No retinal damage can occur because the cornea absorbs
    all ultraviolet radiation at the wavelengths used.
    Moreover, the beams are too weak to produce
    photokeratitis (corneal inflammation) unless they are
    directed at the eyes for several minutes. In addition,
    the current they transmit is insufficient to affect
    the muscles of the heart and diaphragm.

    Our electrical beam weapon has a far longer potential
    range than its nearest competitor, the wire-based
    TaserĀ® .

    Successful proof-of-principle tests have been
    performed at the University of California at San
    Diego, and further refinements using novel laser
    designs are forthcoming.

    Although the smallest laser now available for this
    application is the size of a carry-on suitcase, a
    hand-held version should become feasible with only
    modest advances in laser technology.

    Also under development is an engine-disabling
    variation for use against the electronic ignitions of
    automobiles. The engine-disabling version should be
    able to operate with off-the-shelf lasers because it
    would be carried aboard police patrol cars and
    helicopters.

    Im sure this raises a thousand questions among all of us who will undoubtadly but these phasers instead of guns. here are some questiosn from the official site at

    1)What if I wrapped myself in aluminum foil or something like that, would I be immune to being tetanized?
    First, you would have to be very sure that you didn't leave any skin uncovered, because the human body is as electrically conductive as a sack of salty water. The current would spread from an uncovered wrist, ankle, or neck to a very wide area. Second, you wouldn't be protected from the bullets that would likely follow a police officer's failure to stop you by a more harmless means.

    2)Is tetanizing painful?
    There is no pain whatsoever. In fact, when the rate of electrical pulses is properly adjusted, it is impossible to feel the tetanizing effect.

    3)Can you make it painful?
    Although it is not our intent to inflict pain, if the current were increased and the optimal pulse repetition rate were lowered to 2 or 3 pulses per second, the affected person would feel painful shocks.

    4)Suppose a police officer held the beams on someone's eyes for a long time. Would it hurt?
    Aside from the fact that conducting the current through a person's face would not immobilize him, prolonged exposure to the ultraviolet beams would be irritating. For more details please click on the paper "Ocular Safety".

    5)Would it be dangerous to point it at a storm cloud?
    As would be true with any good conductor, it would be extremely dangerous to point this device toward a storm cloud.

    6)May I participate in this project?
    That depends upon what you mean by "participate." If you mean to participate as a target subject, we will not be performing such experiments.
