I know it's been awhile, so I may be wrong, but doesn't Bethel have nurses, etc. on "staff" for the Bethelites to see ... similar to them having their own barbers, dry cleaners, etc.? If this is the case, then I think they would need a license to draw blood and run simple tests.
If you want my "the truth is out there" thought, they could be trying to clone the governing body! :)

Yes, they have both doctors and nurses on staff at Bethel. Could this be a legal arrangement for some medical treatment they provide? Or a tax shelter for some actions the doctors take? Probably no big deal, just some offical nonsense.

You can bet they will start a PR campaign one sort or the other quite soon. There is always a reason for doing stuff, and the Watchtower doesn't give away their money to "Satan" without getting more back than they put in.
