I can see it now! It is Tuesday night, and an Elder steps up to the platform with a special letter from the Society Branch Office that reads:
"Dear Brothers, it has come to the attention of the Society that some among you who may be working for various businesses are taking the opportunity to place Society literature into the billing to business customers. Your zeal for Jehovah is most appreciated, but could cause some to be stumbled, as they fail to appreciate spiritual things from the table prepared by the Faithful and Discreet Slave. Therefore, we lovingly exhort you to cease placing literature from the Society into such billings. However, if you see an opportunity to write a personal note, leave your name off of the note, as this may prove to give a special "witness" (Acts 1:8) as you go about preaching the Good News of Jehovah's Kingdom. If you are confronted, you may have to accept whatever punishment the business metes out to you, including, but not limited to termination of employment and/or prosecution by the local authorities. Remember, though, what a fine thing it is to give a thorough witness in your assigned territory, and if that brings suffering and persecution, you are in good company with such faithful Christians as the disciple Steven, the Apostle Paul and others who preached the Good News for the sake of Jehovah's name. Please, however, do not use Society literature in such witnessing activity, as this could bring undue harm to the Organization and hinder the preaching work that the Faithful Slave so carefully and lovingly directs." - Your Brothers, Watchtower Bible and Tract Society of Your Country
In other words, don't use our stuff cause we don't want to get sued ... but take the opportunity to use your own writing and if you get caught, its tough luck. Yet, there is likely only one JW working for the electric company, and no others are working for businesses where they have such access to billings. The Society would be better served talking to one problem JW and making sure that the person understands a little ethics ... but no, I doubt they ever will do something so sensible.
