Not unless they have "a new light." They are supposed to give willingly.

Actually the WTS has several tactics they use to mention donations.
1) Reading the accounts report once a month from the platform
2) Reading the thank you letters for the donations each month (imagine they generate a letter for each donation (worldwide, building fund, missionary fund) quite a waste of time but a subtle reminder to keep giving)

3) Have you noticed how often at conventions/assemblies they mention donating, how to fill out the check, reading the accounts report?

Donations: Considerable expense is involved in arranging a district convention. We can show our appreciation by making voluntary contributions to the worldwide work at our Kingdom Hall or at the convention. Any checks contributed at the convention should be made payable to "Watch Tower."
4) Once a year in the WT there is a fairly large, detailed article on how to donate to the WTS. There is an article in the KM explaining that article.
5) Periodic articles on building KHs in foreign lands and donating to those.
6) Snippet articles about children donating their money to the WTS.

Emphasize that if any wish to make a donation for humanitarian and relief assistance, it is preferred that they do this by contributing the funds to the worldwide work.

For example, last year many brothers contributed toward helping those affected by the tsunami disaster in South Asia. This heartfelt response in the way of donations to the organization’s relief funds was very much appreciated. However, when donations are earmarked specifically for a certain disaster, it is necessary in some countries to use such funds only for the purpose specified by the donor and within a certain period of time, whether the needs of our brothers have been cared for locally or not.

Consequently, it is recommended that donations for humanitarian and relief assistance be made to the worldwide work. This fund is used for relief efforts as well as for advancing the spiritual needs of the Christian brotherhood. If, for some reason, a person wishes to make a relief donation separate from contributions to the worldwide work, it will still be accepted and used wherever there is a need for relief assistance. However, it would be appreciated if such donations are made without restrictions as to where and how the funds may be used.

Maybe they can implement a new procedure where people turn in a monthly donations slip at the end of the month; the way they do with field service time. Why not? If it is acceptable to monitor how much people give to Jehovah in hours; why not in dollars?
Judaizers love to coerce people to do more. Why not coerce them to give more? "New light" is the magic wand that can implement just about anything.

All they would have to do is change the name . I always thought that the word donation was not used. THe "official" term would be "contributions". Donations is a word used by the real Christian churches.

They may well need to up their DEMANDS for money from the R and F is they ever have to start paying out for their covering up for Pedophiles and if the Tort of Misrepresentation ever takes off and people sue their asses over misrepresenting the blood issue, well....... 'Brothers would you mind selling your houses and cars for us, for the sake of Jehova's name, of course?' might well be the rallying cry!
