I just found the answer on Wikipedia.
In 1907, Pastor Russell more pointedly expressed that Christians were not developed under the New Covenant, but that the New Covenant was future, and made between God and the nation of Israel for the purpose of teaching the world his plan.
This, and controversy over other doctrines, led some to leave in 1909, leading to the formation of New Covenant Bible Students.
M.L. McPhail, Pilgrim member of the Chicago Bible Students, also disassociated himself from Russell's movement at that time and led the New Covenant Bible Students in the United States, founding the New Covenant Believers in 1909.

The following is part of a personal email I recently received from a leading member of the "Henninges" group. This is therefore their explanation for the break.

Mr & Mrs Henninges did have a period of great challenge when they, with many others, realised the problems with the thought that the New Covenant would not operate until all members of the "Church" were sanctified.
There are two main thoughts on the operation of the New Covenant that have been a matter of discussion between Bible Students for a long time. Going back to earlier times Charles Russell put forward the thought that the New Covenant was in operation from the time Christ ratified it by His sacrifice on the cross. Charles Russell later changed his thought to that stated above, that is that believers in this age are under a covenant of grace.
Brother & Sister Henninges went along with this idea for a while until they realised that this understanding could not be the truth as Christ only could give the sacrifice required to redeem man. In the first edition of the "The New Covenant Advocate and Kingdom Herald" published in 1909, Brother Henninges made a formal apology (page 14) to any he may have mislead. There were many others that agreed with this thought including M L McPhail - the composer of many wonderful hymns. Have you seen a copy of his "Zion's Glad Songs"? He also produced a book titled "The Covenants".
It is shown that Christ's sacrifice was made once to cover all sins in Hebrew 10:9-12, and this is supported by many other passages of Scripture. eg. Hebrews 6:10, 7:27, 9:25-28, 1 Peter 3:18. So, we believe that those in this age must be under the New Covenant as there is no other sacrifice for sin.
We encourage all, who share our belief in Jesus Christ as the Ransom for all, that we are all now under the New Covenant which was ratified by His death and resurrection, to join us in the study of God's Word, the Bible. -

This group still exist today, however, they no longer publish Henninges books. Henninges was the branch manager of the Society in the UK, then sent to Australia where he stayed and died. He was the husband of the Rose Ball Henninges.
