Evidently, "not for profit" is not the same as "non-revenue generating".
From http://en.wikipedia.org/wiki/Legal_instruments_of_Jehovah's_Witnesses:
"The Watchtower Bible & Tract Society of NY, Inc., not-for-profit publisher of The Watchtower, was as of 2001 one of the 40 largest revenue-generating companies in New York City, reporting an annual revenue of about $951 million US dollars."
From http://en.wikipedia.org/wiki/Not-for-profit_corporation:
"A not-for-profit corporation is an incorporated organization created by statute, government or judicial authority and registered at the Registry of Commerce, that is not intended to provide a profit to the owners or members."
Therefore, since the generated revenue (income over costs) is channeled back into the organisation's charter-defined work, and is not used to pay salaries, dividends, or other market-recognised benefits, the publishing arm of the organisation operates within its legal boundaries even if it flogs its literature at or near market rates instead of at cost.

Re-amended in recognition of Sir82's accurate explanation (above). My original edit referred to a publication ("Bible Versus the Evolution TheoryBible Versus the Evolution Theory") which was of old issue - first printed in the C-19, reprinted in C20 - but which was published anew by Kessinger Publishing. Thank you, Sir82, for the correct information. All the same, I do believe that the WTBS would be within its legal rights to distribute the book above-cost under the conditions I have stated above.
