The AF is having a draw down of people right now... all money is going to things that drop bombs and shoots people in the enviorment the USAF finds its self in today.
F 117 is a good cold war a/c. Not much use for surgical strikes with a non detectable plane whilst chasing Osama Bin Laden or clearing insurgents from towns.

I saw this coming when the Serbians shot one down. Also the Russians have pretty much negated it's benefits with their Air to Air IR systems and passive radar tracking. I think stealth is done for now. Your still going to see some stealthiness in planes but not to the degree of the F-117 and B-2 where it is the primary design feature. We are going to see the rebirth over maneuverability being they main defence for fighters and the Russians are way ahead in that field.

The F-117 was stealthy against cold war technology. It was a secret project for many years.
The F-117 is an obsolete stealth technology, there are newer forms that are superior.
