Are you asking whether or not Heaven exists outside the laws of time? Or are you asking if our measurements of time applicable to the heavenly realm? I have a difficult time grasping the concept of time :) so maybe there there is a watchmaker somewhere around to answer your question :)

I have in mind the JW teaching that attempts to synchronise an action allegedly taken in Heaven at a "moment" that can be synchronised with a "moment" according to our time (1914, 1918, etc.). I find it bizarre that they can think like this.
If heaven is not bound by the dimension of time, how could Heaven synchronise its actions with our moments in time, particularly since our time is defined by our planet's physical relationship with its Sun?
