Why is it that if the AC is on 71% it feels too cold, but if the heater is on 71% it's warm and toasty?

For the same reason that when your coffee reaches room temperature it's cold but when your ice tea reaches room temperature it's warm.

71 degrees is a measurement of air temperature, and it only tells part of the story.
