Here in America the right to refuse care is part of human rights. It is too bad that Europe doesn't recognize individual rights.

an Irish Citizens Information site says that "As a general rule, medical or surgical procedures in Ireland may not be carried out without the informed consent of the patient."
However they seem to be wanting to clarify it and make the position watertight.
Do not assume that all Europe is the same. In the U K the right to refuse treatment is clearly established
