I believe it was a way for people to control others actions indirectly. If you lived back then and were told of a vengeful all seeing deity who would smote thee unless you obeyed what they [humans] were telling you, you'd probably get on the ball. It's always been about control. Douchebags with insanely overactive imaginations who otherwise wouldn't be followed even if they dropped breadcrumbs.
