when someone writes a letter of disassociation but before it is announced…can the person rescind it and no announcement made? What would happen and how would this scenario play out?

I don't know what the rules are, but when I offered to da myself, the elders told me not to bother, that they would df me instead. And they did. Keep in mind that there was no sin involved. I just wanted to get away from a dangerous, mentally ill jw husband who was physically abusing me and threatening my life. The sticking point was that I refused to stalk the guy to prove adultery after I filed for divorce. My refusal was based on principal as remarrying was the last thing on my mind at the time. I was afraid he'd commit murder instead, and I couldn't bear another moment of being dominated by him. I disappeared, and the elders df'd me.
I think da'ing and df'ing cases depend very much on the elders who are on the jc.

Implications of Disassociation
Whereas disfellowshipping is an action taken by a judi-
cial committee against unrepentant wrongdoers, disasso-
ciation is an action taken by an individual who has
decided that he no longer desires to be one of Jehovah's
Witnesses. ( 1 John 2:19)God's Word speaks of those who renounce the way of the
truth; they may do this either by written notice or by
action. (w81 9/15 p. 23)If an individual takes a course contrary to the neutral
position of the Christian congregation, the congregation
is compelled to view him as one who has chosen to
separate from us. (Isa. 2:4;John 15:17-19)A brief announcement should be made to notify the
congregation that this individual, by his chosen course, no
longer desires to be one of Jehovah's Witnesses. (The
Society should be notified using the S-77 and S-79 forms. )UNIT 5 (a)

If a baptized person insists that he does not want to be
part of the congregation and requests that his name be
removed from all our records, we should comply with
his request.Since he takes such an adamant position, encourage him
to put his request in writing.If he refuses to do this but states resolutely before
witnesses his decision to disassociate himself and not be
known as one of Jehovah's Witnesses, the witnesses to
his statement would be asked to put this in writing and
sign it.In all cases of disassociation, a committee would consid-
er the evidence regarding the matter.If the person has definitely terminated his status as a
member of the congregation, the elders will make a brief
announcement of his disassociation. (w86 10/15 p. 31 )The Society should be notified using the S-77 and S-79
forms.He would be viewed as one who has disassociated
himself.It will not be necessary for a committee to continue the
investigation into alleged wrongdoing if the accused per-
son makes known his decision to disassociate himself.

alleged offense(s) and the evidence of such.This would be kept along with information regarding
the disassociation.If the person later requests reinstatement, these matters
would need to be considered with him at that time.Those who disassociate themselves should be viewed and
treated the same as disfellowshipped persons. (w85 7/15
pp. 30-1)If one disassociates himself and later wants to return to the
"Pay Attention to Yourselves and to All the Flock"
congregation, he must request a hearing for reinstatement,
the same as one who has been disfellowshipped.So there's really all the stuff they have to go on for a DA.
There are some further instructions on the simple announcement
and there may be some letters, but there isn't much.They can DA you for violating neutrality. I'm sure there is more
written on that, but I don't know what it is. It's probably about
joining the military, another church, the world of politics in some
way. They wouldn't even have to try to "help" the brother/sister
to return but just go ahead and announce this.They are supposed to request a DA in writing, but it is not
necessary. If it is not in writing, they can ask witnesses to the
act of DA'ing oneself to put it in writing.As to your question, all I can say is that the instructions say to
"comply with his request." But it also says to announce it
"If the person has definitely terminated his status as a member
of the congregation..." If there were no witnesses except the
elders and they didn't speak to anyone but the elders (figure the
odds of that) they could easily say that the person had not
DEFINITELY terminated his status as a member, and there is
now a chance to recapture him. If no WT-defined sin is involved,
I suppose it depends on the elders being dickheads or not.

WT-defined sin, I am sure they would say that the DA was final
and irrevocable. -

This depends a lot on the elders. If they like you and do not want you to leave they may stop it going through. If they view you as a threat (particularly as an apostate) they will still DA you or maybe change it to DF.

Regarding the congregation keeping a record of your act of DA and the letters of the witnesses to your DA, can a person request them to be removed from the congregation file, along with any records pertaining to you as a JW?
