My Computer / Control Panel / Display / Desktop - choose colour from "color" options under browse button. Hope this is what you mean.

Clam, Thanks for your input, I have changed it to silver, but it does not change the color of the Welcome Screen.

In that same "desktop" box you must have "none" entered under the "background" drop down list to see the background colour.

Welcome screen is whatever they put there. No choices on that... or their logo.

Don't think there's a way without some sort of unsupported hack. However, if you disable the welcome screen and switch to the "old school" logon prompt, then yeah, you can change that background color or put other wallpaper there.
Note that the older logon prompt requires you to type in your user name (not a big deal if you're the only user since it remembers the last one). Also you can't disable the welcome screen unless you also disable fast user switching. Also not an issue if you're the only user on the computer.

I hate the welcome screen and use the old school logon prompt. No really good reason. Just after all these years I'm addicted to Ctrl+Alt+Del and I just can't stop doing it.

Yeah I disable the welcome screen too. Actually on my home systems I use automatic logon as well, since I'm the only one who uses the computer. When my kid(s) get older that may need to change though.
