All too often the Witness response is to help the disadvantaged to assist them to apply for Government programs rather than to step in with real help. The Regional Building Committees will step in if you sign over an insurance check. But in this case, no insurance check was available- so no RBC. The generosity of Witnesses is limited to a few good individuals; it is certainly not a characteristic of the religion.

Maybe she wasn't "really" a JW... lots of people just say they are- For example I worked with this guy who wore huge gold crosses, was super "out" about committing adultery (while at work) and who said he was a Jehovah's Witness. The guy I worked with was Mexican and this Fresno lady is too I think.
I think a lot of Mexicans like the JW beliefs and have a lot of friends and family who are JWs, so many just say, "oh, yeah, we're Jehovah's Witnesses" while the actual dubs are like, "no way!".
It doesn't excuse the appalling lack of generosity and love of JWs in general but might explain the article...? It seems like that family might be "weak"? And certainly if they weren't before, they probably will be now that they've seen the JW leave them high and dry in their time of need!
