I wonder if this new concoction has been tested for effectiveness through the FDA. Or, is it super expirimental and risking this child's life even more?

Since they're using it at a hospital, at minimum it is in some sort of clinical trial. This would be an early step in FDA approval. The parents or court or somebody would have to sign off on a pile of paper giving informed consent. It will be interesting to follow the story and see if it works. A viable alternative to blood (which is always in short supply) would be very useful.
