Are some congregations more honest than other congregations?

Yes. SOme buildings are actually quite a bit more honest than other buildings (could be the mortar)

something tells me the consistency they often brag about is sorely lacking - i hear so many crazy horror stories on here but i've hardly experienced anything like that...

I find that honesty is a trait of individuals not groups. In the end, lying is allowed in the WTS so people tend to lie to family, congregation members, elders, the CO, DO, and headquarters if they see it is beneficial.
As to some congregations being more "Christian" than others, I have played the musical chair game with congregations and found that it only seems different initially, but by the end of a year, it is the same old crap.
