I would guess you are referring to what my wife calls her 'personal bible study', these seem to be generally done at the home of the target convert.
I think part of this is to make it the most convenient as they can, for my wife this is I feel her attraction, someone is willing to come to see her, at her house to teach (gag) her.

If you are referring to Bible Studies with non-believers...they can be done almost anywhere.
Most are done in the persons home, some are done at the home of the JW, some are in the Kingdom Hall, or the public library. It really depends on what the "householder" wants.
An example of why they may be conducted other than the person's home is: the person studying may have an abusive spouse who doesn't want them to study. They will make an excuse to "go to the library" and have their study there.

The book study, or what's left of it, is segued to the Theocraptic Misery "School(??)" and Circus Meeting. There is an abbreviated study (I believe 25 minutes) at the beginning of this boasting session.
