    Luke 22:2

And the chief high priests and scribes were seeking a way to kill him, for they feared the people.

    -----

If Jesus was a purveyor of miracles and could call down troops of angels...why did they not fear Jesus himself?

If they believed Jesus had the power to judge and determine eternal life or destruction, why did the priests not fear him?

Why did the priests fear "the people"?

There are some big assumptions here that we will have to ignore namely: that those scriptures are really telling a true story without any embellishments.

But we can overlook that and assume that the scenario at least is plausible when we examine human nature. and answer the question:

Why did the priests fear "the people"?

The way I see it they were afraid of the people because they were worried of public opinion, and so they plotted to have the Romans kill Jesus thus removing themselves from all blame in his death and still remain popular in their community. Which also shows the writers of this made up account were very concerned themselves of the way they told their story and so it is kinda like a Freudian slip in their writings or a transference of their own motives onto those they consider the enemy.

If they believed Jesus had the power to judge and determine eternal life or destruction, why did the priests not fear him?

Because they didn't believe he had the power to judge them.

Fear of "the people" is far stronger.

If they believed Jesus had the power to judge and determine eternal life or
destruction, why did the priests not fear him? Why did the priests fear "the
    people"?

Luke 21:5,6 "Some of his disciples were remarking about how the temple was
adorned with beautiful stones and with gifts dedicated to God. But Jesus said,
"As for what you see here, the time will come when not one stone will be left on
another; every one of them will be thrown down."

The account has it that Jesus' adversaries didn't believe in him. They
considered him a misguided person but worried that his reference to the temple
might indicate what he was leading his followers to do against them and the
temple--possibly meaning he'd rebuild it in the sense of changing it his own
way, too, including with criticism of them. They worried about how to stop
Jesus without creating this possible reaction from his followers.

Matt.26:60, 61 But they did not find any, though many false witnesses came
forward. Finally two came forward and declared, "This fellow said, 'I am able
to destroy the temple of God and rebuild it in three days.'"
