I'd say JF Rutherford. He ruled the society with an iron fist and set the benchmark for the organisation.
Who is the most unforgetable president of the WBTS?(Not neccessarily the best)

St George of England
The most FORGETTABLE was probably Milton Henschel. J F R probably had the longest lasting effect.

I grew up in the Knorr era. He was the one who instituted the ban on blood and the disfellowshiping arrangement (correct me if I'm wrong). Many who served in Bethel under him feared him. Some suffered nerveous breakdowns. He was a repressed, bitter, puritanical, mashochistic asshole.

I don't know a lot about the various presidents of the WBTS, but from what I've read, "Judge" Rutherford has made the most lasting impression. It seemed to me that he set the path that the JWs have followed since his reign. I also think he was either completely delusional, thinking that he could indulge in all kinds of behavior that got other JWs disfellowshipped because he was the head honcho, or he knew it was all garbage and was playing it for all he could get. And he got quite a bit, a mansion in California, trips around with world with his mistresses, respect from hundreds of thousands of JW peons, new cars and all the booze he could smuggle in from Canada.
