At the end of each service year the Watchtower release the Service report. When it says "peak pubs" and "average pubs", does this number include unbaptized publishers or is it only baptized publishers?

All Publishers are counted, baptized or not.....if you put in Witnessing time and are a recognized "Publisher."

"Peak Publishers" is the highest total number of "field service" time reports received in one month. It includes children and adult unbaptized publishers as well as any elderly/infirmed members who report as little as 15-minutes in a month.
It includes any missing reports from previous months. So typically in August right before the "service year" ends, the hounders ask for any missing reports for a previous month during the year and some publishers may turn in two, three, four, or even more reports in that one month. That raises the "peak" as each report received is counted in that number.
So if 10% of 6 million publishers were missing one report for July and turned them in with their August reports, it could change the number of peak publishers to 6,600,000. I will grant that elders are trained to hound each month and try to avoid this, but it does happen. So "peak" numbers are not really representative of anything.
