I'd say PG and sometimes R. Some of the things discussed in the hall should not be discussed in front of children, even if their parents are present, IMO.

Essan, that would make it "NC-17." No children permitted at all. "R" still allows them to be accompanied by adults.
It's a strange question. I will give it two ratings: NC-17 and NA-16. No children under 17 and no adults over 16. Basically- nobody allowed.

R18
The R18 certificate represents a film or video classification given by the British Board of Film Classification (BBFC). It is intended to provide a classification for works that are within British obscenity laws, but exceed what the BBFC considers acceptable for its 18 certificate . In practice, this means hardcorepornography .

If you were to film a JW meeting an submit it to the MPAA, they would give it a PG or PG-13, depending upon which WT is being studied.
For an interesting look at how the MPAA gives out ratings, see this documentary (which is not for children, BTW):

It should be R18.
As a child I was subjected to many a meeting which included "adult content".

I would assume that, due to the violence and the death threats, it would be close to R-rated. Remember, this is not violence as fiction--this is reality being portrayed. The sex discussions would merit a PG-13 rating, aside from the fact that it dirtifies sex and makes it impossible for people to have any real fun while abiding by the rules (which would merit a solid X rating).
Personally, I would never recommend any children under the age of 18 to even think of joining the religion, and even 21 would not be excessive as a minimum baptism age. Jesus was 30 when he was baptized, and he was depicted as perfect. If anyone under the age of 21 does insist on getting baptized, I would recommend requiring going through the Conscience of Crisis book and/or one of the fine book exposing cults; or thoroughly studying Six Screens of the Watchtower, Freeminds, Silentlambs, Watch the Tower, or one of the many fine sites that objectively exposes the religion for what it is. And a good tour of this site. I doubt that anyone that is only 6 years old would be able to understand Crisis of Conscience or one of the cult-exposing books; if they cannot, they are not ready to get baptized.
