"overseas" = any country in the world apart from Australia
After all, to leave Australia, you have to either fly or sail. We're seperated from the rest of the world by vast spans of oceans. Have a look on a world map one day and you'll see what I mean.

Yes, I live in Australia, and yes, the Vatican City is in Roma, Italy.
I use the Vatican City location as a joke, since the WTS hates the Catholics so much, and also because I've been there, and I loved the place.
