I don't know of a PDF but it is on Google Books:
The author btw rejects the idea that there was more than one standard in pre-exilic Judah and considers the 20-gerah Temple shekel of Ezekiel and P as probably more theoretical than put into practice. The Nsf however had a value of 20 gerah (5/6 of the value of the shekel), so I think it is still possible that there was some relationship between the Nsf and the Temple shekel.
