The Boston Circuit Court of Appeals has just granted Jay Dubs in the US Territory of Puerto Rico unobstructed access to “controlled-access” gated communities in Puerto Rico. Basically, what this means is that Jay Dubs can now enter any gated community on the island by simply identifying themselves at the gate entrance and stating their purpose…

Sadly, two things were completely ignored by the court.

    1. Aside from enjoying a higher level of security, one of the main reasons that people purchase homes in gated communities is to avoid having their evenings interrupted by persistent door-to-door salesmen and to be able to sleep in any day of the week without getting awakened by Jay Dubs at 9AM.

    2. This ruling also allows unscrupulous individuals to let themselves into high-end communities (posing as Jay Dubs) and then “scout” these neighborhoods for “vulnerable” homes so they can plan burglaries with much better recon info than was previously available to them.

The panel ruled Puerto Rican gated neighborhoods cannot have locked and unmanned gates that bar access to public streets. It said they have to hire guards, unless the community can provide a substantial justification for not doing so.

While ruling for the rights of Jehovah's Witnesses to be given access, the appeals panel upheld a 2005 district court ruling that found constitutional a Puerto Rico law allowing neighborhoods with controlled access and giving guards the right to request names and identifications of any visitors.

WTS only claims a 1% increase in P.R. last year. Will be interesting to see if this will increase for next year.

I bet that will be unpopular among the residents ! I think it is outrageous that they cannot prevent the dubs from calling..In my home town there were plenty of blocks of flats (apartments) to which we were denied entry for first call work..

"the law has unconstitutionally kept them from their religious duty of spreading the Bible's message door to door, and subjected them to scrutinizing questions they should not have to answer...........................

The security guards cannot bar Jehovah's Witnesses without just cause.......................... Security guards may only ask limited questions of Jehovah's Witnesses, according to the ruling. "
