The reason you are encouraged told to participate is because for the R&F it's the only thing they can take away when you've been naughty. As it is deemed a 'privilege'.
Although we are told that 'participation' is a demonstration of our love and faith. Therefore what they are saying is that they are allowed to restrict our demonstration of our love and faith.
Interestingly 'cleaning the KH' is also deemed a privilege but you never hear of anyone with restrictions not being allowed to do so.
Good point IMHO, there have been quite a few threads asking how important works really are in accrodance with scriptures and what God really requires from us. Participation is always a sign of how spiritual a person is according to JWs.

Seriously. I used to be told Jehovah wouldn't "Bless my efforts" if I didn't answer at the studies. Like God was gonna kill me for not speaking an underlined answer in the KH? What the hell?
