is it irresponsibe for the brothers to push field service with the possibillity of radioactivity? if there is even a slight possibillity of contamination, should the loving elders recommend limiting exposure? or is there an implied "holy spirit umbrella"? any thoughts?

The holy spirit reflects and protects from radiation so the witnesses are safe when out in service.
I've even seen two witnesses calling on the workers trying to repair the Fukushima nuclear power station in Japan !

Unless somebody is trying to send them into the Fukishima exclusion zone, no they aren't being irresponsible. If you live somewhere outside Japan there is not (yet) any real danger, and it is unlikely that there will be real danger.
