Palin isn't running (yet and she might not run), so it isn't surprising that she hasn't raised as much as a declared candidate. She has a PAC she uses to fund other candidates.

Now the President has about 90 Million raised so far this year and I believe he still had quite a bit left over from his Presidential campaign. This is going to be a costly Election run. Neither Party should cry about people's hardships while begging for their money.
