But, you do have a point.
Wait minute...It also could of been Isaiah saying that too.
It surely is opening my mind to other possibilities.
It is probalby likely not Isaiah because it is saying in context
the people remaining will be forgiven guilt. Isaiah can't do that
and Jesus was not born yet.
The point being it is most likely NOT what The Watchtower
says it is. The previous verse says "the lame will take the plunder".
Twisted. Watchtower says it is the healing of mankind.
I say it is the wisdom of mankind. By the way "not real" is the same as
to be weak or sick. Not interested, heartless is too.

They who complain about shunning sure know how to do it.
It is a disconsolate unwelcome that I am feeling, so sorry to say,
but you should know I think so because I am pretty sure there
are others who feel the same way, but are not as bold as I am.

The context indicates that it is Isaiah who is saying this. He entreats YHWH in v.2; YHWH answers in v.10; but by the time we get to v. 24, the voice has changed again:
21There the LORD will be our Mighty One.
It will be like a place of broad rivers and streams.
No galley with oars will ride them,
no mighty ship will sail them.
22For the LORD is our judge,
the LORD is our lawgiver,
the LORD is our king;
it is he who will save us.
23Your rigging hangs loose:
The mast is not held secure,
the sail is not spread.
Then an abundance of spoils will be divided
and even the lame will carry off plunder.
24No one living in Zion will say, "I am ill";
and the sins of those who dwell there will be forgiven.
