Svetoslav Todorov may have to wait a week or two before he completes a move to Fratton Park.
The deal to transfer Toddy has not yet been completed, though Glenn Roeder does not anticipate problems.
"We have got an agreement with Portsmouth on the transfer fee, but I'm not too sure where they are up to with the personal terms," he says.
"We'd like to think there won't be a problem with the work permit but it could take at least a week to conclude one way or the other.
"He needs first team football and we can't guarantee that at West Ham.
"He is a lovely boy when you work with him on the training ground, he is a decent man and he has picked up English, so he hasn't been a problem that way at all.
"But with the emergence of Defoe jumping ahead of him, it is difficult to see where he is going to figure in regular first team football, and that's what he needs to be doing."
