The recent letter the WTS sent out to all Elders regarding protocal, encouraging them to go to the WTS first instead of police (reporting crimes) seems like a violation. Could it be?
Is this an infringement of law & human rights Watchtower Society of Jehovah's Witnesses encouraging/forcing elders to go the WTS first instead of police?

It may be, but they'll just claim it's to contact their "supporting" attorneys to find out how to legally proceed.
However we all know it has nothing to do with the law and everything to do with liability, damage control and covering their ass.
You can just about bet these conversations mention nothing of the victim’s safety or well being and consist of questions like, who knows, were there witnesses, is there evidence, can this be stifled, how faithful/obedient to the borg are they, how likely are they to follow your orders, how much of a problem will they be and do they have anything on us?
Jaybooger’s loving borganization my ass.
