the real answer is that yes you can be active in a congregation even if you dont live in the territiory. I live in a metropolitian area and there are lots of congregations in a close radius. People move around all the time.

In my congregation there was an elder who didn't live in the assigned territory. He was assigned by the CO to help because of a shortage of elders. He never moved to our area and eventually returned to his congregation after new elders were nominated. As for the regular publisher, going to a congregation were you are not assigned is seen as a lack of obedience to the society's arrangement. Brothers cannot expect to be given special service privileges if they are not in the congregation where they reside.
