Maybe, just maybe - this involves the Rumored TR-3 - a US Starship ! (you read that correctly) Maybe the government is quietly introducing them to the public, just in case Real Aliens show up and scare everybody. That way, they can say 'don't freak out 'cause we can do that TOO!'

I think these have been around long enough that people are generally aware of their existence.
And it would be entirely unsurprising that a few pilots occasionally do a little joy-riding.
i googled this, and found some videos of them.
These aliens are SOOO considerate - they even put lights at the extreme tips of thier craft, just like we do for safety. They must have such respect for life.
I go with Karl Sagan and others on this. They are prolly another experimental craft. America no longer has any reason to keep its aero engineering prototypes secret.

Surely if a UFO "wants to be seen" the thing to do is hover in front of the White House or Empire State Building for a good few hours - maybe land in Times Square, or in front of the Houses of Parliament?
That will get you seen.
