Is there a mirror site for JW.net?

OK, I'm confused. I found the following site in a google search:
http://www.jehovahs-witness.com/forum/jw
It appears to have a lot of the same content as jehovahs-witness.net, but not exactly. Is it a mirror site or what?

I tried to log in to the site and it gave an error. Everything is out of date by about 3 months. It just strikes me as odd
