First, I have very little interest in college basketball (or other college sports for that matter).
But why do I keep hearing on all news channels that it's the first time a 15th seeded team (Florida Gulf Coast University) has made it to the "Sweet 16."
If you're seeded 15th, what's so unusual about making it to the final 16? If you are seeded 50th or 60th then yes, it would be unusual. But seeded 15th ?

Well, there are 64 teams all together in the tournament, in four regions, each seeded 1-16. So really a 15 seed is ranked between 56-60 among the entire field of 64 teams.
Plus, another reason why it's unusual for 15/16 seeds to advance to the sweet 16 (as opposed to 13/14 seeds) is that generally they are not even in the 64 best teams in the country, despite being in the 64 team tournament. Teams get automatic bids for winning their conference, and usually there are 8-10 teams that win a weak college conference and are forced to be included in the tourament, even though objectively they are probably not even among the top 100 teams in the country. Those teams usually end up with the 15 and 16 seeds.
