It seems like the school agrees that the kid doesn't have to sing the songs, but the Dad wants them to be removed from the curriculum? Also appears that the Dad isn't even a JW, only his wife.

I'm sure this guy is a nightmare for the WTS. They do not want that kind of publicity. It will only bring negative PR. They are scared shitless about taking any kind of civil rights issue into the courts any more. They usually try to make some kind of compromise that "saves face" for everyone.
