Reading the dialog, something occurred to me. Perhaps the WTS does not want the JWs to have to fill out the permit because it requires the JW to officially indicate that they represent the WTS. If it is documented that a JW is at a door saying and doing things and officially representing the WTS, the WTS could be held liable for anything the person says or does.
Anytime a JW screws up, the WTS backs off with its hands up and says: "Oh, that person was acting on his own and does not represent the WTS." (Pointing to the bible and saying that the person was just following the bibles commandment to preach – on his own.)
If the person officially indicates that he represents the WTS, the WTS won't be able to say that the person was acting on his own - They want to have their cake and eat it too! Slaves doing their bidding, but without being responsible for the actions of their slaves.

this is an excellent point
Both sides gave some good arguments. It is a tough issue with respect to enabling a city to have a means to chase down bad guys, but the arguemnt that bad guys are not likely to registers is valid.
As much as I hate to do it, I have to side with the JWs on this one. Although, their door-to-door work is not casual speaking to one's neighbor, but a repeated work, over and over, with the intent to make new converts.
I felt that the attorney for Stratton made better arguments, and was better prepared. However, when I called the Mayor of Stratton sometime back, I gave him an example of Langley, WA ... near where I lived, where the JWs had to register, and did register, and everyone was happy. I fail to understand why the Watchtower Society now objects in the Stratton case. I also fail to understand why the Mayor did not have the city's counsel use the Langley situation in their case examples.
