Just an opinion, I don't speak Dutch...
In German it would be "Umgezogen"
According to Babblefish.com, it means "Left."
'vertrekken' means to leave

So possibly it means they moved away.
Hi Mulan, I don't speak Dutch but I do speak German and the languages are a little similar. Anyway, it just means that the people you sent the letter to have moved. I guess you need to get a new address.
