There are a number of size reducing programs out there; I've done this file with a test version of Adobe Acrobat. I applied the same procedure to the files on http://wtarchive.svhelden.info, and the overall compression ratio was 3:1 or so. And it does not even reduce quality, it simply optimizes the file format and reduces redundancy.
