why is it when i go to reply the icon bar with the "insert picture" is missing--untill after i post--?

Same thing here but only on my laptop,.... Sometimes I get absolutely no options at all and have to post then go back in to add smileys or pictures etc. Actually it's probably about 50/50 if I get any posting options or none at all.
Never happens on my desktop.
Desktop: Windows 7 x64 Ultimate / Google Chrome
Laptop: Windows 7 x64 Home Premium / Google Chrome
