It sounds as tho regulations need to be drafted under the Administrative Procedures Act. It sounds as tho the govt. is not against the idea. Liqour is heavily regulated by states.

My take on it is that the technology is so new they haven't had time to work out the rules yet. Technically it's still illegal, but there are already companies using the technology. It's going to be in wide use, and soon, the technology is just too valuable. Crop dusting is one area where it will substantially bring down costs, I live near the Napa valley where this is a factor due to the wine grape growing here.
But beer is important too.
