Nice to read an actual copy of BOE letter,

When I heard about second letter, I supporsed that that letter sent to ALL congregation worldwide.

Now, I understand this was only for U.S. Branch territory.

Perhaps, US congregations elders made phone calls to the branch a lot as reaction to the first letter.

Japanese branch sent a first letter only and preceed to the final resoluton.

I dont know why this letter is only for USA.
