I think the internet (cybersex) is the main reason for the broad "brazen conduct" rule in the new Elders' Book. Elders were frustrated that many JWs were carrying on with others via the internet, but were doing nothing that qualified as "pornia". There was no "contact", thus cybersex only qualified as "uncleanness" and "counsel".
Just another way the internet has proved a frustration for the JW rulemakers.
