Who should shoulder the majority of the blame?

    The obvious thing that has everyone’s attention now is the fact that the society (and by extension, local congregations) blatantly shelters wrongdoers (under the two witness rule) while at the same time, banishing those who attempt to bring the acts of these persons to light.

    Could it be, that the strict interpretation of Biblical guidelines severely restricts the movement of local elders as to how they are able to address these issues? Even if they wanted to think “out of the box” or take a more liberal hand at bringing these wrongdoers (child abusers, pedophiles) to justice, (and at the same time possibly take a more protective attitude toward the innocent accusers), does the Society really allow that much latitude or independent decision making to be exercised by local congregation officials?

    Mind you, I’m not excusing the culpability of the local congregation elders.

    I guess what I’m really asking is; who should shoulder most of the blame in these cases, the local congregations or the society?

    The elderly theocrats in charge can develop "new light"
    whenever it suits them. They have worked hard, across the span
    of many years, to create an organization of people who obey
    without questioning much of anything.

    If they train folks to be stupid and secretive, that leaves them
    responsible for what happens. They are also all the more guilty
    for rejecting attempts at moral reform - as when they ran a witch
    hunt in the 1980's.

    Much of this 'two witnesses' stuff wouldn't even come up if
    Witnesses weren't trained in pretense by the organization.
