Is there something to this? Or is it nothing?

I would guess it is just a turn of phrase for a door to door campaign and nothing more.

However if you dig into the bodies mentioned and the paper trail does indeed lead to WTBTS then it would be "something more".

It will offer the universal package for a successful life the Witnesses offer interested parties; namely, attend all meetings, study more, pray more and preach more. Well, it's the only solution the organization ever offered anyone....

Sounds like a fabricated load of rubbish to me.

What do you mean, "fabricated load of rubbish"? Multiple media sites are reporting this same quote from the government, and the articles states the UN Women's somethingorother is involved as well.

It's not clear what is meant--other articles are saying dubs are involved in relief efforts.

I don't know whether this is true or not, but I've checked on unwomen.org and haven't found any information about a "Jehovah's witness" campaign with respect to the ebola crisis.

The other links I find that reference the JWs seem to be reproducing the same information. . . and don't seem particularly reliable. Remember, even though they claim to be "news" it's still Garbage-In-Garbage-Out.

I guess I would be more condfident in the veracity of this report if it was reported on the unwomen.org website itself.
