I have long thought that they were only figureheads, the real power and motive force lies elsewhere. I firmly beieve that there are Puppeteers who pull the GB's strings. A bunch of shadowy guys who actually run the show, though it could well be that the G.B do not 100% realise this.
The G.B have come up through the ranks, full time "service" has been their route to the top, so, never in the real world = no practical business skills. The consequence is, they know they have to run everything by the Writing Guys, the Legal guys, and the Finance Guys before they make a move.
The G.B do not realise that the guys manipulating them are not believers in any sense, just career men.
The G.B are Managers at best, and piss poor at doing that. They couldn't manage a Piss-up in a Brewery.
