Policy change regarding Inactive and field service

I've seen several posts about this matter and I it seems that I might have seen something regarding this in some Watchtower publication, but where can I find the recent policy change regarding inactive ones (i.e., was it in a KM?), whereby they have to meet with the Service Committee if they want to resume field service again? A friend of mine is worried that this could eventually lead to treating the "inactive" as self-disassociated! Does anyone have any thoughts on this?

I too have a friend who does not wish to disassociate herself for her family, but has sucesfully faded out. I hope that this is not true, she would be very upset.

Eventually everything they do will come down to not associating with anyone JW or Not who MIGHT be at risk of being destroyed at Armageddon. They are going to cause divisions among divisions inside the org. Those at risk seated on the Left during the public talks and those in good standing who put in the hours in field service seated on the Right hand

WTS is all about control. They want to control what people do in their bedrooms, what they talk about around the kitchen table and it frustrates them they are unable to control the lives of people who have slipped through the cracks. That will change. Maybe not for a year or two, but it's coming. Cancelling subscriptions, I think, is a step in that direction. It forces people to go to the KH to get their literature. If you're not at the meetings, you don't get it anymore. It will probably come down in a KM or a district convention talk, but it will come. I can hear it now: If you're not at the meetings, and out in service, then you are are dead to Jehovah. Anyone dead to Jehovah is dead to his organisation [insert obligatory applause].

of course, this is all about control and ignores what 2Thess. says about "and do not be considering him as an

enemy, but continue admonishing him as a brother" - a text they've ignored applying to the df'd for years.

I found the KM that stipulates what must be done when someone is a "longtime inactive one."

    KM, Nov. 2000, p. 3:

How can a person who has been inactgive for a long time be helped to qualify again as a publisher of the good news?

    .... (par 3).....

Before inviting a longtime inactive one to share again in the ministry, it is advisable for two elders to meet with him to see if he qualifies as a Kingdom publisher. They will follow a procedure similar to that used when meeting with new ones who are seeking to qualify as publishers of the good news (See the November 16, 1988, Watchtower, page 17.) The inactgive one should have the earnest desire to share the good news with others. He also needs to meet the basic requirements outlined on pages 98-9 in Our Ministry book and to be consistent in attending congregation meetings.
