My understanding is that it is a "conscience decision" that is tolerated.
When I was a JW I had my driver license marked to be a donor.
(Still am a donor)
Another don't ask don' tell item with JWs - and will highly dependant on who find out about it and their opinions on it. But you can believe that if an elder gets a bug up his @ss about you being a organ doner he can and will find WT articles to quote at you in an attempt to make you feel guilty about it. On the other hand, if the elders don't care, or don't know, he would be left alone.
You can donate an organ,but most congragations I have been to,would prefer a piano.(LOL)...OUTLAW
Though I don't have anything in writing, I think the concern about donating an organ to a non-JW is that they could use blood in the operation. Supposedly, donating organs only to JWs would not have that problem.

If you scroll down to picture, It says that the witnesses believe that transplant surgery is a matter of conscience. I would assume then that donating organs would also be a matter of conscience.
Has anyone noticed how tough it is to do a search on the watchtower official site?
They don't usually have organs at their kingdom halls. Sometimes they have pianos, but mostly they used the pre-recorded kingdom songs tape for their worship!
Now individual JW's may have organs. But whether they donate or sell such organs is up to them.....No rules have been made by the WT Society on this matter.
Too much time in front of any musical instrument can take away valuable time from personal study or from pursuing an increased kingdom ministry.
Ohhhhh... "organs"!! Never mind.

From what I remember, the "feeling" was you were not supposed to donate organs. When I first got my drivers lisence it came up and I remember wanting to but being convinced not to.
I'm happy to announce that I am now an organ donor and proud of it!!
